This paper discusses GIFT-SD — Giftedness, Intelligence and Twice-Exceptionality
Screening for Development — as a conceptual informational infrastructure for guidance-oriented
tele-screening, knowledge organization, and longitudinal monitoring of giftedness, high abilities, and
twice-exceptionality. Grounded in Information Science, psychometrics, cognitive science,
teleneuropsychology, neuroethics, digital health, and data governance, the proposal moves beyond
isolated IQ metrics toward a multidimensional, contextual, and human-reviewed model. GIFT-SD is
not presented as a diagnostic test, but as a sociotechnical matrix to organize dispersed signs, support
responsible referrals, reduce informational invisibility, and promote more equitable developmental
trajectories.
