Artificial intelligence, big data, and digital platforms have expanded the capacity to record
neurodevelopmental signals, yet they still privilege diagnosis, prediction, and isolated classification.
This paper proposes the General Theory of the Computational Informational Unconscious (GT-CIU)
as a conceptual infrastructure within Information Science for understanding neurodivergent
trajectories as longitudinal informational ecosystems. By articulating neurodiversity, sociotechnical
infrastructure, neuroscience, neuropsychoanalysis, neuroaesthetics, neuroethics, and contextual data
governance, the paper frames care as informational mediation. GT-CIU seeks to transform dispersed
signals into memory, continuity, collective intelligence, responsible interoperability, participation,
informational justice, human dignity, and inclusive, auditable, sustainable, context-sensitive public
policies across society and institutions.
